・「ぼうさいこくたい」の開催を通じて、感じられたことを教えてください。

「2つの主張」   1.Science and Technology「科学技術の発展にバラ色の世界は待っているか」 Many years ago, we believed the ultimate goal of progress in science and technology is a rosy world. Unfortunately, science and technology, alone, do not bring us to the rosy world. We now recognize this. Science and technology are very important for our civilization and they provide us with many benefits including helping us reduce the impact of natural disasters. People have very strong desires to create wealth and develop rich societies using science and technology, such as nuclear energy and high-rise apartments supported by long piles in the waterfront area and so on. Not only engineers but also government officials want to satisfy their desires and apply new science and high technology to improve society. But disasters become more and more severe by new developed science and technology. I visited Fukushima Daiichi nuclear plant collapsed area on November 21, 2017. More than 6,000 people are working to make the damaged site safer under controlling strong radiation, and they need more than 30 or 40 years to accomplish this. This severe situation was caused by the mistake to use science and technology developed and promoted by professors, engineers and public officials. Humankind including professors, engineers and public officials are not clever or wise enough to use complicated sciences and sophisticated technologies. It is most important to think and discuss how to use and apply science and technology in our society. We need to focus on developing stable technologies rather than complicated or sophisticated technologies.     2. ‘Build Better Before disaster happens’, rather than ‘Build Back Better after disasters happen’「他の地で起きた災害を学び、より良い社会を作ろう」 In the world, there are many places where next severe disaster will happen. We need to make these places better and safer before the next disaster strikes by learning from past disaster experiences in other similar places. When we apply the procedure of Build Back Better after a disaster happens, like a patch work of broken cloth, the next disaster is sure to happen and will happen in other places in the future. To pursue Build Back Better not only big budgets are needed but we will reconstruct bigger and stronger structures that obstruct beautiful nature. People will not want to return or live in such areas. In the case of Japan, ‘Build back too much better’ is not better. We have to say ‘Build Better Before’.
